Ordering Volks FCS for people outside USA and Japan

I know Volks Japan were offering Dream Custom Service as a lottery this month, but I believe that was only for Japanese residents.
I'm outside USA and Japan (Australia), so here are my questions:

Does Volks Japan offer FCS to GL members online, or is only for Japanese residents?

I know Volks USA only sell to US/Canadian residents, so is there any reputable shopping service for USA or Japan FCS?
