You could probably just search for "top hat pattern" then resize it to fit your dolls and print it out. I've done with with a witch hat pattern and made it out of black felt. It worked great!
If you don't have a printer, you can always hold up a piece of white paper to your computer/tablet screen and trace it with a pencil too, btw!
