Suspenders...

I was going to use black ribbon with eyelets put in, but that's because my suspenders were going to be completely cosmetic ^_^

But I believe real suspenders are elasticated? So you can just use black elastic?

 

Maybe some of the catches used for making garters might work? They have that whole buttoning thing going on. Not sure tho. o_o

 

Most craft and fabric stores stock miniature clips for overalls, which might work. They're usually scaled to fit American Girl dolls, so they should be the right size for Hound.

 

I make suspenders for dolls on a belt.

Look at Ashle's belt, the last belt on the second section. IT's a simple way to make mock suspenders. First, make the belt. Now just pin and fiddle (very technical, I know) with the straps until you're happy.
