Basically any photo editor should have this functionality.

I like Pixelmator as a general mac photo editor/photoshop alternative -- at $30 it's an absolute bargain for what it is.

If you use flickr, they have a photo editor called Aviary you can use to add text to images.

I mostly use Skitch for screen caps but you can also use it to add text to photos.

 

Picmonkey is great for quickly adding text to photos. You don't have to have an account or sign in either.

 

Photobucket has come out with a little editing feature. I think text is included.

But usually, I save my text-over-picture handling to Photoshop. I have more font choices.
