Faceups Help! MSC won't seal watercolor pencils?

As the title says, I've used 3 layers of (fully dried) mister super clear (matte specifically) to seal watercolor pencil for tattoos, and they still smudge. Does anyone else have this problem? Is this inevitable when using a lot of watercolor pencil?

I've had this problem, but only when applying a thick layer of pencil. Have you tried drawing on the tattoos in thin layers, then sealing each layer as you go?
