I would ask for photos of inside the head, both inside of the front and head cap, and also the back of the head cap. If this is a Soom head, the head will be easily identified from the marks within

 

The inside of the head looks too crude to be Soom.

 

That is definitely not Soom. They have the sculpt name above the eyes/forehead inside the head and 'supergem' or the Soom round stamp on the inside of the head cap. Soom also hasn't done the 3 notches for the S ring in any of their heads (to my knowledge). So rules Soom out at least

Edit: as Beamlette says, the head cap looks too crude and I think I can see multiple airbubbles in the resin, so would be a home cast perhaps?

 

The headcap makes me think a lower price chinese company, to be honest (I don't mean that in a bad way) maybe an older release. Look at Doll family A/H, Illusion Spirit, Dikadoll and Telethesia/Dragon doll.They have made so many rarely seen heads over the years.

 

Reminds me of Doll Family - A Auriel. Is there a place on the head cap for a an oval plate to fit? Company plates love to fall off an get lost.

Unsure is Dollfamily A and Dollfamily H are sister companies but I have an older DF-H female head and it has one notch. You may want to ask for a picture of the back of the head cap to see if there is a plaque or hole where a plaque would go
