Those looks like Salafina eyes, they make alot of eyes with colorful pupils and vibrant colors. LupusDarkmoon linked a pair at the top, but they have more styles in the color blue you want

Stacy's Pink Ocean is a dealer for Salafina eyes and has alot of eyes available.

 

I have a pair like that I got from Luts years back. Glass eyes.
