Cocoriang does a lot of animals though they might be too humanoid for you - I have a Mocka.
I also know Dream High Studio has done animals in the past - I have their owl.
Those 2 companies may or may not work for what you want but surely what you seek is out there!

 

It sounds like you're looking for what they used to call ' anthro' dolls! Part human and part animal. Dearmine Dear Pet line, Pipos Dolls, and Luts Zuzu Delf line are probably the most well known, but there are more!
