So, let me get this straight, you don't want PayPal to protect you as a buyer and freeze a seller's PayPal balance when you have a claim against them? You'd rather scammer sellers be allowed to grab the money and run?
From the look of it, it has nothing to do with people with complaints against them from buyers, and everything to do with random holds paypal sometimes places on accounts -- with no cause or action against the person whose account is frozen from others. You're dang right I don't want Paypal to be able to do that. The holds people are trying to take action against are completely arbitrary and random.
You can't take the characterization of PayPal's actions in the attorneys' website remarks as fact. They are not an objective statement of fact, but the stance of the attorneys, who will reap the lion's share of any settlement resulting from the class action suit. Don't get me wrong. PayPal isn't perfect, far from it. I know that they have done things in error, and failed miserably at being accessible and communicating the facts and reasons for their actions, thereby driving people mad with frustration. They are the worst possible way to pay strangers online - except for all the other ways.
I've had friends who have only ever been paid their paychecks through paypal, and only buy things with their paypal accounts -- so in no way are they taking in money through paypal for anything that isn't already services rendered -- and they've had these holds and freezes applied when they aren't even sellers. I know it's a fact that it happens, it's not double-talk or lawyer-speak. I get my paychecks from two places via Paypal, and don't take in paypal payments for any other reason. I'm in the same position as those aforementioned friends. It's not a joke when they place an arbitrary hold for folks like us. Arbitrary means arbitrary -- if there's cause, that's an entirely different matter. Our employers have had a hold like this placed on their account and while thankfully they were able to straighten it out after a week, they couldn't even pay us our wages due to this issue at one point. Cause is cause. Arbitrary holds need to be stopped, period. If it takes a bunch of hungry lawyers to get PP's act together on this matter, I will gladly cheer on the sharks.
I had paypal do this to me. I sold a doll on Ebay. I shipped the doll with insurance and delivery confirmation which I added to the ebay information so they could also track it and they would not take the hold off my funds until the buyer left me feedback. I had under the 50 sales at the time. Now the buyer who I pm'd to let them know told me they were much to busy to worry about leaving feedback and they would do it when they had a chance. I even explained to her that they would not release my funds and could she please leave me feedback. She said she hadn't even bothered to open the doll and she would get to it when she got to it. I waited several weeks before she left me feedback. Now I had shipped the doll the day after she bought it but yet she couldnt take the time to leave me feedback. It was annoying because I wanted the funds for another purchase but what can you do? I have never had ANY complaints against me or neutral or negative feedback. My husband has gotten scammed 3 times on Ebay. And all three times paypal did nothing. The person closed their bank account and disappeared. Paypal didnt hold the funds on them because they had over the 50 mark. The other two times he had sent a money orders, which I could have killed him for that. But regardless we still got scammed. So lame! Edit: This is Ebays fault not paypal so I guess my story isnt really that helpful. But I will just leave it anyhow.

And every time you log into your account this pops up until you check the agree box and then it goes away. I was wondering what it was all about, and now that this thread has shown a Class Action Law Suit in the works PayPal may be starting to worry about its members. There is a long long page of legal-eze that you have to read and then decide if you want to agree or not.
