I’m in the same boat! Someone recommended searching for letter openers. They have different designs that may fit what you are looking for and should be fairly close to the size that you are needing.

 

I found looking on eBay for sword keychains have brought up a lot of options. The one I found was for my 1/4 boy that I made into the anime character Ulquiorra. I did have to do some modding and enamel painting to get the hilt the color I needed but it worked out.

Letter openers on ebay and amazon are really good size for 1/4 scale.

 

I'm working on this problem myself, the best option seems to be 3D printing. I've also seen a few keychains that looked promising, but probably not for the designs you're after.

 

I really don't care for letter openers or key chain swords for bjd, they are so heavy the doll usually can't pose with it.

I've ordered a sword from shapeways but it was not the right scale. But it is light weight so I think this is the best option if you can get it printed in the right scale.
