Seori is a dragon-born, who should have a dragon form. However, he never learned to fully transform to be able to utilize his "true form." His body, however, was made for that purpose, so he isn't the most adept at being fully human. He is unable to walk on his own, and relies on friends or, reluctantly, a wheelchair. He was very sheltered for most of his life and is only now venturing out into the very strange, modern, human world. His friend Tamper tries to help him with this, although the other's tampering only makes him want to retreat back sometimes...
