Unfortunately being a ghost means being stuck in what you died in until you can move on, which for Penelope is a white nightgown. Ghosts can modify their outfits/appearances only a bit over time, but that makes it harder for them to move on.

Penelope is a ghost with a lot of mysteries. She follows Zara around and is the closest thing Zara has to an actual friend. Penny refuses to disclose how she died or seek any way to move on, instead spending her time watching over Zara and helping her find other ghosts.
Penelope died in the winter of 1989, and due to being a young ghost she has very strong spirit energy bordering on a poltergeist. When she was alive, she lived in a small town in Indiana with her parents and three younger siblings. Her father was the pastor at their local church and thus her home-life was very restricted. She was not allowed to date until she turned 20, but things changed when a handsome slightly older stranger came to town, a very charming one. The disappearance of Penelope Anderson is still a local tale told when the new juicy gossip runs out. Her aging parents now reside in a nursing home as her mother suffers from Alzheimer’s forgetting she ever had a daughter named Penelope, let alone the missing person’s report, the unclaimed reward money, rumors of a scandalous runaway and secret wedding, or when the case was deemed cold and closed. But her father keeps a picture of her by his bed, remembering it all.
What do you think really happened that night in the late winter of 1989? And how did her ghost end up in Boston all the way from Indiana 30 years later?
