He is Charlotte's twin brother. After they're mother died, he went to live with an uncle in England. While a teenager he started to be a "rebel whithout cause" and did a LOT of wrong things till lately when he had the "accident". No one knows exactly what this "accident" was, not even him. He had a serious injury on the head/brain. He now has some "sequels" of this brain damage, and he also forgot preety much half of his life, although the doctors says that he had no damage on the memory area, that his subconcient choose to lock up that information. So he started to try to discover who he is, or was, and he didn't like what he found out. Then he decided to start from zero, as a new person.

As an infant Tsukiko was found and raised by the monks of the Jodo sect. She was seen as a gift of Kannon, brought there to protect the temple from evil spirits. She grew up with a pretty happy childhood and served her purpose as protector very well.
During the American occupation of Japan, many wounded soldiers were tended at the temple as act of peace between the two nations. After the soldiers were confronted by this strange and mystic girl, they feared her. But when she took care of the wounded and showed no signs of hostility they took her in.
She taught them how to live in peace with themselves and eachother with the teachings of Kannon. And they named her Blair, as part of the western family.
Often the veterans and their offspring returned to Hasedera Temple to listen to her teachings of Buddism, though she is several hundreds years old she hasnt lost her playfull character. She often tricks visitors with her spirit lights.

Reiko is one of the last Keaton Foxes remaining in Termina. She appears mostly in her fox form, but in the case of the few people she trusts she will appear as a human. Her bitterness from the ancient War of Ikana has yet to subside, and she regards the Terminians with disdain. The only living person she trusts is Link. After the loss of her young husband during the war she lost much of the joy and playfulness she was once know for. However, she can't help but feel a hint of old joy at the sight of the innocent, sometimes silly child hero. Her name is written with the kanji for ghost rather than the traditional one since Keatons are spirit foxes that can commune with restless spirits of the dead remaining in the material world called poes.
